At VA Desert Pacific Federal Credit Union, we are committed to providing a safe, respectful, and secure environment for our members, employees, and operations.

To support that commitment, the Credit Union has adopted a Limitation of Services and Membership Expulsion Policy, approved by the Board of Directors in September 2025 and effective March 6, 2026.

This page provides a high-level overview of the policy and what it means for our members.

 

Why This Policy Exists

This policy exists to:

  • Promote a safe and respectful environment for members and staff

  • Protect the Credit Union from fraud, abuse, and financial loss

  • Clearly outline expectations and due process

  • Ensure transparency and fairness in rare situations where action is required

The policy is not intended to restrict member rights and applies only in limited, serious circumstances.

 

What This Policy Does Not Do 

  • ❌ It does not affect members in good standing

  • ❌ It does not change everyday banking or service standards

  • ❌ It does not allow immediate or arbitrary account closures

Most members will never be impacted by this policy.



Member Rights & Good Standing

All members retain important rights, including:

  • Ownership of their membership share

  • The right to attend and vote at annual and special meetings

A member is considered in good standing when they:

  • Maintain the required membership share

  • Comply with account agreements and terms of use

  • Do not engage in abusive, threatening, fraudulent, or disruptive behavior

  • Do not cause financial loss or regulatory risk to the Credit Union

When Services May Be Limited

In rare situations, the Credit Union may limit certain services if a member is not in good standing.

Service limitations are:

  • Reasonably related to the issue

  • Applied to protect members, employees, and operations

  • Communicated directly to the affected member

Examples may include limiting:

  • In-branch access

  • Digital or electronic services

  • Certain transaction types or account features

Expulsion Is a Last Resort

Membership expulsion is rare and used only as a last resort.

Before any expulsion:

  • Members receive written notice

  • Members have an opportunity to respond or request a hearing

  • Decisions follow Credit Union bylaws and regulatory requirements

  • The Board of Directors is involved

Members remain responsible for any outstanding financial obligations.
